Hubei province has launched its Education Digitalization Strategic Action Plan (2023–2025) to implement national goals and build a strong, modern education system.
By 2025, Hubei aims to establish a smart education framework with advanced infrastructure, integrated platforms, rich digital resources, and strong cybersecurity. The plan focuses on improving teaching, governance, and talent development while creating a distinctive "Hubei model" for education reform.
All schools will receive digital upgrades, including full 5G coverage, multimedia classrooms, and internet-of-things-based smart environments. A unified provincial education platform, linked to the national system, will integrate resources, applications, and data, with over 95 percent of schools expected to meet digital campus standards by 2025.
In basic education, flipped classrooms, blended learning, and AI-powered personalized teaching are being rolled out. For higher and vocational education, Hubei is building 50 digital industry-education integration centers and expanding online curricula and virtual labs to align with workforce needs.
To support lifelong learning, the province is developing a credit bank system that enables flexible accumulation and transfer of learning credits. Teacher development is also a key focus, with digital literacy training, a unified management platform, and 100 online teaching studios planned.
At the governance level, Hubei is enhancing decision-making with smart platforms for coordination, monitoring, and data analysis.
This initiative positions Hubei as a national leader in building an inclusive, high-quality digital education system.
